The original building, commonly referred to as “The White House,” had endured several renovations and eventually became outdated. The team worked together to create a modern and energy efficient City Hall/headquarters building which provides ample space to meet the existing and future user needs creating a partnership between various groups.
WJA Design Collaborative designed the new 27,060 SF Wing City Hall/Headquarters Facility that represents the symbolic “Heart of the Campus” role at this high-profile location and achieves a strong architectural presence using massing, materials, detailing, landscaping and lighting. The new facility replaced the existing facility. Programmed areas include: Judge Advocate General (JAG) courtroom, jury deliberations, legal offices, Safety departments, a variety of conference room spaces and portions of the Public Affairs (PA) departments (photo studio, recording booth, reception area and changing rooms).
The two-story structure provides a high-performance building envelope with ICF (insulated concrete form) exterior walls, a continuous rigid insulation thermal envelope, and aluminum windows. The indoor heat pumps are coupled with a water source heat pump contributing to 32% more energy efficiency than ASHRAE 90.1-2007 standards. The project also utilized high efficiency and water-conserving plumbing fixtures enabling a 35% savings on water usage.
